Emissions Forum: Updating Mobile Source Inventories

In this project, ENVIRON developed updated on-road and off-road mobile source emissions inventories for 14 Western states for the 2002 base year and for three future years - 2008, 2013, and 2018. ENVIRON prepared detailed county-level emissions inventories separated by all classes of on-road and off-road vehicles and engines. Emissions were estimated for an average weekday for each of the four seasons. The pollutants included in the inventory are VOC, NOX, CO, SO2, PM10, PM2.5, EC/OC, and NH3. To construct these inventories, ENVIRON surveyed state and local air quality planning agencies and also metropolitan planning organizations (MPOs) to obtain the most up-to-date mobile source activity data and control program information. On-road mobile source emissions were estimated with EPA’s MOBILE6.2 model. Emissions for most off-road mobile sources were estimated with EPA’s Draft NONROAD2004 model. Locomotive emissions were estimated based on locomotive fuel consumption; aircraft emissions were based on aircraft landing and takeoffs and FAA EDMS emission factors; and commercial marine emissions were estimated using a variety of activity data sources and EPA emission factors.

Final Report: WRAP Mobile Source Emission Inventories Update
This report describes the methods used to estimate all on-road and off-road mobile source emissions for the WRAP region for the 2002 base year, and projections to 2008, 2013, and 2018. Emissions from marine shipping and road dust are also included. To construct these inventories, ENVIRON surveyed state and local air quality planning agencies to obtain the most up-to-date mobile source activity data and control program information. The inventories include the effects of all "on the books" federal, state, and local mobile source control programs.
