Regional Haze Implementation Plan Status Summary page updated (7/2/09)
The SIP Status page, used to track progress toward the completion of Regional Haze SIPs and FIPs across the WRAP region, has been updated after June 23 RHIWG conference call. Below the SIP Status Summary on the front page, there are direct links to the WRAP regional analysis documentation for §308 and §309 of the Regional Haze Rule are available, as well as to a status summary of BART determinations work by the states and EPA. Direct links to the TSS, VIEWS, EDMS, and FETS technical decision support systems are now available at the bottom of the lefthand button bar. 2010 CalNex Field Study and “Expanding to the Downwind WRAP Region” (6/10/09)
Regional technical analyses for the Western United States available on the WRAP Technical Support System, to support the development of air pollution control plans required under the EPA Regional Haze Rule, have shown that sources contribute the primary and secondary chemical precursor species comprising Particulate Matter that transport from tens to thousands of kilometers. The precursor emissions and resulting ambient gases and aerosols affect both rural and urban areas, and impact primary air quality health standards (Ozone and PM NAAQS), as well as secondary air quality welfare standards (Ozone, PM, Regional Haze Rule, Nitrogen deposition). The spatial scale affecting the more than 100 relatively clean Class I Federal areas across the West ranges from global to regional to local. The 2010 CalNex field study is under development by the California Air Resources Board (CARB) and the National Oceanic and Atmospheric Administration (NOAA). A joint NOAA-WRAP informational presentation was given at the April 2009 WESTAR Council meeting, based on materials from NOAA and a white paper prepared by a working group from the WRAP Technical Oversight Committee. Discussions with NOAA and NASA have been initiated to review opportunities to leverage and extend the field study effort in 2010 within California to the downwind WRAP region. Presentation materials from a June 9th organizational meeting (PDF or DOC) were provided by NOAA (PDF-2MB or PPT-5.5MB) and WRAP (PDF-6.5MB or PPT-7.8MB). This Summary Spreadsheet identifies all the BART eligible sources in the WRAP region and tracks their individual status as they proceed through the BART process. This includes the status of “Subject to BART” modeling and determinations, the modeling entities, the impact thresholds used, any BART control limits developed for the source, and the person to contact for further information in each state. The Detailed Discussion Document provides more information on specific actions by each of the WRAP States. These materials are meant to promote consistency and information sharing among WRAP states and tribes and EPA as they implement BART or alternatives to BART. The clearinghouse will be updated periodically and States, Tribes, and the EPA are encouraged to submit new BART status information to Lee Gribovicz as it becomes available. |
